First of all, on behalf of Tumbling Dice Entertainment, we would like to take this opportunity to thank all of you for your patronage and loyalty to our institution over the years.
We are most appreciative of the opportunity to serve you, and do look forward to continuing and building on our relationship in the future.  If you are a first-time client, let me take a moment to welcome you!
Many changes are occurring in our industry that will affect you in your fundraising efforts and we wanted to alert you as soon as we were made aware of the situation.
The changes come in the area of the process for obtaining approvals from the Legalized Games of Chance Control Commission (hereafter referred to as the LGCCC) for your casino night or night at the track programs.  New regulations regarding casino nights went into effect May 19, 2003.

All organizations desiring to conduct a casino night or a night at the track fundraiser must follow the procedure itemized below:

The organization must be registered and hold a current registration certificate from the LGCCC. (If you are not sure if your organization is already registered with the LGCCC, see the website listed at the end of this letter.) You must be registered with the Charitable Registration Office before obtaining a license with the LGCCC. (See the contact sheet at the end of this letter for all phone numbers). Note: if your group is already licensed with the LGCCC, please note that there is an expiration date on the certificate. The event must take place before the certificate expires. Present Tumbling Dice Entertainment with a copy of the organization’s current registration certificate, along with a completed copy of the “State Certification Form” (at the end of this letter). Note: Once you have signed a contract with Tumbling Dice, we have 48 hours with which to file with the LGCCC the State Certification Form. The organization will then receive a Form 13 from Tumbling Dice. Allow two weeks from the time you send in a copy of your certificate and the State Certification form to receive your Form 13. Please designate whether or not you wish to have the Form 13 sent to the organization’s mailing address, or to an individual’s home address. Present the ORIGINAL registration certificate, along with the Form 13, and the Raffle application to the municipal clerk IN THE MUNICIPALITY in which you are having your event. You will then request a Raffle Application to hold a Casino Night. You will also need a check, payable to the LGCCC in the amount of $100, and another check payable to the municipality, in most cases for the amount of $100. Each municipality has the authority to charge a different amount, as long as it does not exceed $100. The municipality will conduct a police background check on all of the members of the organization listed on the application. The governing body of the municipality will vote to approve or disallow the application. If approved by the governing body, the application is then sent by the municipal clerk to the LGCCC together with the $100 check. If the municipality is not contacted by the LGCCC within 14 days after mailing the application, the municipal clerk may issue the license.

PLEASE ALLOW YOURSELF PLENTY OF TIME FOR THIS PROCESS!

Please be aware that because of the increasing numbers of organizations registering, the registration of the organization may take anywhere from six (6) to eight (8) weeks. The entire process takes time and there are no provisions in the law for shortcuts in the process.
After the event, the organization is also responsible for filing a Report of Operations by the 15th of the month following the event. These can be obtained from the clerk, and Tumbling Dice will provide one once your organization has contracted with our company.

We have also included a quick reference sheet of phone numbers for the LGCCC, the Charitable Registration Office and the Alcoholic Beverage Control Commission (ABC). I know this seems like a complicated process, but we are available to help you answer any questions and/or concerns you may have in obtaining your license.

Legalized Games of Chance Control Commission Home Page
The Commission oversees the operation of games conducted pursuant to the Bingo and Raffles Licensing Laws by approximately 12,000 charitable, educational, religious, patriotic, public-spirited organizations and senior citizen associations and clubs organizations currently registered to conduct legalized games of chance, such as bingo games and raffles, throughout the state. Along with determining an organizations eligibility to conduct legalized games of chanceand registering the organizations, the Commission is responsible for enforcing the laws that presently govern the $85-million-dollar-a-year industry, commonly known as charitable gaming.

Application for Bingo and Raffle License
These forms are used by organizations registered with the Legalized Games of Chance Control Commission that wish to conduct a bingo game or raffle. The form is completed and submitted to the municipality in which the activity is to take place.

Amusement Games Listing
This section contains an alphabetical listing of all amusement games approved for use in New Jersey pursuant to the Amusement Games Licensing Law. The games are operated at amusement parks, boardwalks, and county fairs. The name and number of the game is necessary to complete an application for a license to operate the game.

Amusement Games Certification of Permissibility
This section contains the rules of the game. It can be helpful to operators and players. Knowing how the game must be played will make the experience more pleasurable.
